"Pet friendly" in the MLS is not the condo's bylaws

This is the single most expensive misunderstanding a buyer moving with a dog can make. The pet friendly field is a checkbox the listing agent filled in — sometimes from the developer's brochure, sometimes from memory, sometimes years ago. It is not audited by the MLS and it is not a contract. The document that actually decides whether your dog can live in the building is the condominium's internal bylaws, the reglamento interno, together with any assembly minutes that amended it afterwards.

So ask for it in writing, before the offer, not after. Request the current bylaws, the recent assembly minutes, and a written line from the administrator confirming your specific case: how many pets, what species, what weight. If the answer only exists as a friendly verbal yes from the seller, you do not have an answer. Bylaws get amended by assembly vote, and a building that welcomed dogs in 2020 can have tightened the rule since — the seller may genuinely not know.

The limits you will actually run into

Across Banderas Bay the restrictions repeat with variations. Weight or size caps for dogs are the most common, and they are where a large breed gets turned away. A cap on how many pets per unit — usually one or two — is close behind. Then come the circulation rules: leash or carried in common areas, service elevator instead of the main one, no pets through the lobby, no pets at the pool, the gym or the restaurant terrace. Some buildings add a refundable pet deposit or a monthly administrative fee, and a few require registering the animal with photo and vaccination record.

None of this is a market-wide standard, which is exactly why it has to be checked building by building. Ground-floor units with a private patio, and the smaller low-rise buildings without a shared elevator, tend to be the least restrictive for a big dog. Tall towers with a single main elevator and a hotel-style lobby tend to be the strictest.

Where a dog actually lives well in the bay

The Romantic Zone and Emiliano Zapata are the most walkable parts of the city: short blocks, the Malecón at one end, Parque Lázaro Cárdenas in the middle, and cafés with outdoor tables where a dog under the table is unremarkable. The trade-off is noise, cobblestone that gets hot, and steep streets as you climb toward Amapas and Conchas Chinas — beautiful views, hard on an older dog's joints.

North of the bay the geometry changes in the dog's favor. Bucerías, La Cruz de Huanacaxtle and Nuevo Vallarta are flat, with long uninterrupted beach and far fewer people early in the morning, which is when a dog wants to be out anyway. Marina Vallarta has wide flat sidewalks and a boardwalk loop. Beach access rules differ by municipality and by whichever club or concession holds a given stretch, so ask locally instead of assuming the whole shoreline works the same way.

The heat: the part northern owners underestimate

From roughly May through October, pavement, cobblestone and pool deck hold heat long after the sun drops, and paw pads burn on surfaces that feel merely warm to a shoe. The simple field test is to press the back of your hand to the ground for several seconds: if you cannot hold it there, your dog cannot walk on it. Walks move to before eight in the morning and after dark, and midday becomes indoor time. Humidity is the other half of the problem — a dog cools by panting, and panting works badly in humid air, so heat stress arrives faster here than at the same temperature in a dry climate. Flat-faced breeds have the smallest margin of all.

That turns two apartment features from nice-to-have into requirements. First, cross ventilation: a unit with openings on two different façades moves air on its own and does not depend on the A/C running all day, which matters during a power cut. Second, real shade on the terrace — a covered balcony versus a west-facing slab of exposed concrete is the difference between a usable outdoor space and one your dog will refuse. Polished concrete and tile stay cooler than wood or laminate. If the terrace has a railing with gaps, check them against the size of your animal before you sign.

Bringing the pet into Mexico

The broad shape of it: a health certificate from a licensed veterinarian issued close to the travel date, proof of current vaccination, and an inspection by SENASICA — the animal health agency under Mexico's Ministry of Agriculture — at the airport of entry. On top of that sits your airline's own policy on cabin versus cargo, crate dimensions, breed restrictions and the temperature thresholds that will ground an animal in summer.

These requirements change, and they have changed more than once in recent years. Treat the paragraph above as orientation, not as a checklist: confirm the current rules directly with the Mexican authority and with your airline before you buy the ticket, and ask your veterinarian how close to departure the certificate has to be issued. A document dated one day outside the window is the usual reason an animal gets held at the airport.

Vets, boarding and day care

Puerto Vallarta has a mature veterinary scene for a city its size, including clinics with surgery, imaging and after-hours emergency coverage, and the north shore towns have their own practices. Boarding, grooming and day care exist in the main residential areas, and several established animal rescue organizations operate in the bay. We deliberately name no businesses here — quality and hours change, and a recommendation that ages badly is worse than none.

What is worth doing before you commit to a building: locate the nearest clinic that takes emergencies at night and time the drive at rush hour, not at noon. In the hill neighborhoods that drive is longer than the map suggests. Ask the condominium's administrator, too, whether any resident already keeps a dog there — one honest answer from a neighbor tells you more about how the rule is enforced in practice than the written policy does.

Frequently asked questions

Does a pet friendly flag in the MLS guarantee my dog is allowed?

No. The MLS pet friendly field is entered by the listing agent and reflects the building's intent, not a verified rule. What governs is the condominium's internal bylaws (and any assembly minutes that amended them). Ask for those bylaws in writing before you sign an offer or a deposit, and confirm that the copy you were given is the version currently in force.

What pet limits are common in Banderas Bay condominiums?

They vary widely building to building, but what shows up often is: a cap of one or two pets per unit, a weight or size limit for dogs, a requirement to carry them or use a short leash in common areas, use of the service elevator instead of the main one, no pets at the pool, gym or lobby, and sometimes an extra deposit or administrative fee. None of these is universal: some towers have no weight limit at all, and some buildings do not accept dogs even when the listing says otherwise.

What should I ask for in writing before signing if I am moving with a pet?

Three things: the condominium's current internal bylaws, recent assembly minutes where the pet policy may have changed, and written confirmation from the administrator that your specific case (number, species and weight of your pets) is allowed. A verbal yes from the seller or the administrator is not something you actually have. In preconstruction, also check that the development's bylaws exist yet, since they are often drafted only when the tower is delivered.

Are there parks and beaches where I can walk my dog in Puerto Vallarta?

Yes. The Malecón and Parque Lázaro Cárdenas in the Romantic Zone are the most used urban dog walks, and the area is walkable overall. On the sand, the long and less crowded stretches on the north side of the bay — Bucerías, La Cruz de Huanacaxtle, Nuevo Vallarta — work best, especially early. Beach rules depend on the municipality and on the club or concession holding each stretch, so it is worth asking on site rather than assuming.

What do I need to bring my pet into Mexico?

In general terms you need a health certificate issued by a veterinarian, proof of current vaccination, and an inspection by the Mexican animal health authority (SENASICA, under the Ministry of Agriculture) on arrival at the airport. Requirements and forms change fairly often, and each airline adds its own cabin, cargo, crate and temperature rules. Verify the process directly with the Mexican authority and with your airline before buying a ticket; this page is not a substitute for that check.

If I plan to rent the condo out, can I accept guests with pets?

Only if the bylaws allow pets for rentals and not just for the owner. Many buyers miss that distinction: some buildings accept the owner's pet but prohibit pets in short-term rentals, and others restrict vacation rental altogether. Because the bay's pet friendly inventory is large while the pet-welcoming rental inventory is much smaller, allowing it is usually a real occupancy advantage.
